Yes, it's true! And "the government" would have gotten away with it* too if it weren't for this blogger.

"It" = "The government" ENCOURAGING mountain lions to live in the mountains surrounding Los Angeles. Establishing "breeding colonies"! To what dastardly purpose is not made clear.
