Here is a link to free calif. topo maps.

They are huge files: Hi res tiff files of about 25M. A little tough to work with unless you have a program that works well with large photo files. Access to a color plotter is a big plus too but you can scale them or select portions and print as 8 1/2" X 11". They ARE free.
