Good thing he had safety gear - fancy red helmet, really cool shades, foldable lightweight newspaper, properly adjusted necktie...

Definately hypoxia/altitude sickness. Everyone else is standing around adjusting to the altitude and keeping up their 'fluid intake', while he's ascending that hill way too fast. That's enough to make anyone fall-down-drunken dizzy.
