A birder friend of mine couldn't be positive but thinks bald eagle.
I was just trying to keep it in the frame.

When the video is paused the bird definitely looks a mature bald eagle.
What's the location of the video?

I should mention that he thought Golden Eagle was the only other option.
I was on the ridge between the closed portion of 39 and Smith Rock, overlooking Bear Ck wilderness.
I've read there is a nesting pair at Morris.

I saw a golden eagle when on Will Thrall. This may help.

Probably a Baldy. They usually are really hard to miss ... giant flying snowballs basically.
