The second day effort was obviously downsized, and the County was not called in at the levels of the first day. I don't see any contradiction between that and a request at some point in the day for a helicopter. We are obviously missing some important details, though. A veteran county fire official ...

Gotta love the the modern L.A. Times and there modern-day publishing strategy. Why not make a story out of something so obvious as the fact the winter rains will cause muddy debris flows to come down the hills after a brushfire denuded them in the fall. "Why not?" is the relevant question...
