Coming down the Baldy Road yesterday, I think the guy 5 cars in front of me was trying to see how many people he could slow down to 30 mph. Using a turn-out would have spoiled his quest.

I used to fill out the forms when they were available at Heaton Flat. If they want you to register these days, they need to put up some signs to that effect. My gut feeling is that the downhill effort level is higher. Once you pass about 10% downgrade I feel like downhill starts to use more energy than flat.
