as for things getting overcrowded, i agree it sucks. but at the same time, those people have just as much right to hike. Not always. There are headcount limits on the permits for the San Gorgonio (12) and Cucamonga Wildernesses (15). ... Maybe the fairest solution to Baldy getting invaded like this...

I started Sunday morning from Manker Flats around 4:30am. Temp was around 30 and wind was gusting about the same (brrr!). I went to Wrightwood this past Saturday to check out the trailhead for the north baldy approach (yup, I was expecting to see signs telling me "trail closed...blahblah"). From I15, I hoped on the 138 and got on the 2 to Wrightwood. I made a left on Spruce, right on Apple and left on Acorn....

So, basically what HikeUp is suggesting is what you'd have to do: head in from the east up the PCT and then head south to Baldy...
PCT being....Pacific Crest Trail???

I usually get up there around 4am. Best I can do is chance it Saturday and show up at Manker Flats...

That bike race appears to be within the ski resort and is probably being allowed under a special use permit. I would think that the ANF is still closed to those without specific permission or a permit. The peak and the trails leading to it are in the ANF. My interpretation and opinion only. Simply ...
