Hmm, not sure it would replace ziplocs in my pack.
Here's what I do with plastic bottles:
After I am done, I collect the shattered bottles and leave them in the alley behind my house for the scavengers to collect.

The only way they can close National Forests to hikers is by closing the gates to the access roads. There aren't many places where they can do that. Of course, car campgrounds can and probably will be closed. By definition, in the event of a government shutdown no one will be able to patrol or enfor...
